Sorry to break this to you but she sounds like she has a flirtatious personality which wouldn't work too good in a bf/gf relationship (trust i know from experience). i'm not going to tell you if you should or shouldn't ask her out cause ultimately the final decision is up to you but i think you should tell her how you feel about her because it seems to be bothering you constantly whether your with her physically or not at the moment.
