Can a landlord increase the cost of your bills without any prior notice?

I have been renting for six months now, and i was paying 100 quid a month for my bills, i have now been told that because of a huge water bill and council tax my bills are going to now be 150 a month. I asked before i moved in how much will the bills be and the landlord replied no more than 100 a month. I have found another place to live which is way cheaper but i need to know my rights before i give my notice. Can i leave without notice? and leave them with my deposit? I want to move out as soon as possible as i dont feel happy now with this place. My landlords sister also lives here.
